This advisor can be assigned to 2 different buildings. He can be assigned to the market where he will increase the marching transport march speed by 2% when unlocked and by 10% when maxed. He can be assigned to the Warehouse where he will increase the gathering speed of diamonds by 2% when unlocked and by 10% when maxed and he do increases capacity of the resource plot where the advisor is located by 2% when maxed is 10%.

When it's attached to a commander, the infantry Health increases by 1%. When you reach the maximum, it increases to 5%.
Skill :
In battle, every 8 seconds, the infantry in the same column as the Commander increase their 4% health.When you reach the maximum, it increases to 20%.
